Well, I'mma just add my two cents! Senstx hit everything right on the head with a hammer! Moderators cannot see who actually uploaded a stamp or made a blingee. The only thing we can do is enlarge an image to hopefully make sure there is NOTHING exposed. :D So she is accurate in stating that someone is reporting her from the actual image. Some moderators do, in fact, disqualify for petty things, that have no business being disqualified due to personal preferences. When those are disqualified, they go through another process where admin looks them over and ultimately has the last say as if it will be allowed to show or get deleted.
